Handbook of Africa's International Relations

Africa's international relations have often been defined and oriented by the dominant international and geopolitical agendas of the day. In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent's relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa's international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a lack of analysis and research on this emerging trend. This timely book fills this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the dearth of analysis on this phenomemon, this volume also examines the notion of Pan-Africanism through various lenses - notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU's role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in improving their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of 'sharing the burden' in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining 'the South' and of conceptualising and engaging with 'South-South relations.' Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The African Union

The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Local Officials and the Struggle to Transform Cities

The Politics and the Economics of Integration in Asia and the Pacific

The shape of economic integration in the global and regional economies - and the extent to which goods, services and factors of production move more or less freely across borders - depends not only upon underlying economic conditions but also upon politics. Whether integration is market-led, as has been the case in Asia, or institution-led as in Europe, there are political elements that affect all forms of regional and international economic integration. While geopolitics influences international economic integration, so too does domestic politics. Economic integration in Asia has been driven by rapid unilateral trade and investment liberalization and, while trade and investment patterns have been determined largely by comparative advantage, political forces have also affected patterns of economic interdependence. The form that regional institutions take, and their effectiveness, also depends on political relations between countries. The particular circumstances in Asia, and the relationships between regional economies has profoundly shaped regional institutions and will continue to do so. South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of 'sharing the burden' in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining 'the South' and of conceptualising and engaging with 'South-South relations.' The Political Economy of Middle Class Politics and the Global Crisis in Eastern Europe

Contrary to dominant narratives which portray East European politics as a pendulum swing between democracy and authoritarianism, conventionally defined in terms of an ahistorical cultural geography of East vs. West, this book analyzes post-socialist transformation as part of the long downturn of the post-WWII global capitalist cycle. Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. Climate change is the defining development challenge of our time. More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options.Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people's lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways.Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

Hemispheric foreign policy has waxed and waned since the Mexican War, and the Cold War presented both extraordinary promises and dangerous threats to U.S.-Latin American cooperation. In Hemispheric Alliances, Andrew J. During the Vietnam War era, liberal Democrats began to incorporate human rights more centrally into their agendas, using Latin America as the primary arena for these policies. Indirect Rule

Indirect Rule examines how states indirectly exercise authority over others and how this mode of rule affects domestic and international politics. Unequal Neighbors

San Diego and Tijuana are the site of a national border enforcement spectacle, but they are also neighboring cities with deeply intertwined histories, cultures, and economies. In Unequal Neighbors, Kristen Hill Maher and David Carruthers shift attention from the national border to a local one, examining the role of place stigma in reinforcing actual and imagined inequalities between these cities. Widespread "bordered imaginaries" in San Diego represent it as a place of economic vitality, safety, and order, while stigmatizing Tijuana as a zone of poverty, crime, and corruption. These dualisms misrepresent complex realities on the ground, but they also have real material effects: the vision of a local border benefits some actors in the region while undermining others. Based on a wide range of original empirical materials, the book examines how asymmetries between these cities have been produced and reinforced through stigmatizing representations of Tijuana in media, everyday talk, economic relations, and local tourism discourse and practices. However, both place stigma and borders are subject to contestation, and the book also examines "debordering" practices and counter-narratives about Tijuana's image. While the details of the book are particular to this corner of the world, the kinds of processes it documents offer a window into the making of unequal neighbors more broadly. The dynamics at the Tijuana border present a framework for understanding how inequalities that manifest in cultural practices produce asymmetric borders between places.

This open access book focuses on the issue of sustainability standards from the perspective of both global governance frameworks and emerging economies. It stems from the recognition that the accelerated pace of economic globalization has generated production and consumption patterns that are generating sustainability concerns. Sustainability standards (and regulations) are increasingly being used in a bid to make global consumption and production more sustainable. Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion. The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. Conflict and Peace in South Asia

South Asia is a distinct geographical entity comprised of seven countries - India, Pakistan, Bangladesh, Nepal, Bhutan, Sri Lanka and Maldives (situated in the Indian Ocean). The region, as discussed in the contributions to this volume, is turning out to be the most dangerous place in the world, representing a breeding ground of bloody terror and radical extremism exemplified by the assassination of Benazir Bhutto, of Pakistan, in December 2007.India and Pakistan have been involved in a never-ending conflict over Kashmir since the sub-continent was divided in 1947, and have been involved in numerous wars and superpower games. The situation has now become alarming since both countries possess nuclear arms, religious extremism has spread, and there is increased internal ethnic fighting (particularly in Pakistan). Pakistan, often described as a failed state, is experimenting with democracy with serious internal and external results. Bangladesh, oscillating between brief periods of democracy and military dictatorship, is becoming a center for religious extremism, and poses serious problems for India due to illegal immigration. In Nepal, the monarchy has been abolished and a left-wing Maoist government has taken hold. For the last twenty years, Sri Lanka has been involved in a bloody civil war. Even Bhutan and Maldives experience security and internal problems. The chapters in this book look at these countries in a historical context, from inter-regional and international perspectives. Conflict and peace in South Asia connect with a diverse array of factors, ranging from poverty, nuclear proliferation, heavy military expenditure at the expense of development and social goods, militancy, insurgency, illegal migration, environmental degradation, resource depletion, child labor, gender discrimination, and so on. Globalization has increased the income of the region's wealthy class segments and promoted inter-regional inequality. All these factors are interrelated. Accordingly, this volume includes papers that link socio-economic factors, resource constraints, and international trade to human security. Although most of the papers are case studies for individual countries, an attempt has been made in other papers to show how the quantitative methods of Peace Science can be used to analyze the region's situation and make predictions for the future.

IEO Evaluation Report by This report updates the 2009 IEO evaluation of IMF Involvement in International Trade Policy Issues. Since then, the composition and structure of international trade have evolved, but trade has not regained its former dynamism. With increasing concern about potential winners and losers from trade, there has been a loss of political support for globalization, increasing trade tensions and protectionism, and the institutional framework supporting multilateral trade has come under heavy strain. The report concludes that overall the IMF deserves considerable credit for its active and timely response, playing a prominent role in championing commitment to an open, rules-based multilateral trading system. The Fund has largely implemented the recommendations of the 2009 evaluation and has strengthened and consolidated its trade policy analysis and advice, appropriately focusing on the key macroeconomic effects and associated risks of trade policy developments at the national and international levels. IMF advocacy on trade has been underpinned by a major expansion in the attention to trade policy issues in multilateral surveillance--and to some extent in bilateral surveillance--supported by high-quality research and analysis, building on the Fund's well-established modeling capacity. Looking forward, the Fund will need to sustain its current high level of advocacy and analysis on trade policy issues and consider how to increase the overall impact of this work. Key challenges include: contributing to foster a recommitment to trade policy cooperation; further attention to translating multilateral surveillance into bilateral policy advice; consolidating relations with partner institutions; and increased attention to rapidly developing trade policy issues. Across all these dimensions, care will be needed to ensure appropriate evenhandedness in trade policy surveillance across countries. A holistic review of the IMF's "trade strategy" would help to guide trade policy work and the allocation of scarce resources among competing priorities.
